The Babel State Polytechnic Holds a Workshop for Academics to Understand Plant Registration and Protection
The Bangka Belitung State Manufacturing Polytechnic (Polman Babel) successfully held a workshop on plant registration and protection, specifically local and breeding varieties, on Tuesday (September 23, 2025). The event, held on the second floor of the Joint Lecture Building (GKB), featured speakers from the University of Bangka Belitung (UBB) and the UPTD PSMB (Cultivation and Plant Protection Unit) of the Bangka Belitung Islands Province.
The workshop, attended by Polman Babel agricultural lecturers, was lively and interactive. Participants had the opportunity to engage in direct discussions with experts, while strengthening their understanding of the importance of plant variety protection for food security and sustainable agricultural development in the region.
The Director of Polman Babel, I Made Andik Setiawan, M.Eng., Ph.D., emphasized the importance of tangible outputs from this activity in his remarks. "The workshop is not merely ceremonial; it must produce outcomes that can have a positive impact, both for the institution and the community," he said.
Furthermore, I Made explained that all participants should make the most of this opportunity. With the presence of speakers from experts and relevant agencies, we can strengthen food security while maintaining the diversity of local varieties.
"This will encourage the research results of lecturers and students to not stop at the research table but actually provide solutions in the field," he added.
Meanwhile, the Head of the Seed Quality Control Section of the Bangka Belitung Islands Province's PSMB Technical Implementation Unit (UPTD PSMB), Hadori, S.TP., presented material on the requirements and procedures for registering horticultural plant varieties and explained the registration mechanism for horticultural fruit varieties, which is a primary concern in the development of the agricultural sector.
Hadori also introduced the SIGAP PBT digital platform, designed to revolutionize plant seed monitoring and certification services.
"With this system, processes that were previously time-consuming and labor-intensive can now be carried out more quickly, transparently, and efficiently by seed producers, breeders, and farmers," he said.
Furthermore, the Head of the Master of Agricultural Sciences Study Program, FPPK UBB, Prof. Dr. Eries Mustikarini, SP., M.Si., presented material related to plant variety protection (PVT) and agricultural licensing. She explained that varieties eligible for registration for PVT rights must meet the criteria of being new, unique, uniform, and stable.
Prof. Eries also reviewed the registration procedures in detail for both local varieties and new breeding results, as this process is crucial for providing legal certainty and increasing the economic value of agricultural products. He explained several substantive examination stages, including the BUSS (New, Unique, Uniform, and Stable) test, which is the primary requirement for applying for PVP rights.
Furthermore, a thorough understanding of regulations is expected to foster innovation among agricultural academics and practitioners while protecting local research and cultivation results.
"This understanding of PVP Rights, as stipulated in Law No. 29 of 2000 and Patent Rights under Law No. 14 of 2001, must be a shared guideline, as both are legal instruments that protect innovation in agriculture, not only in terms of legality but also in recognition of the work and hard work of farmers and researchers," he concluded.
